The petitioner is aggrieved as payment on account of successful completion of the training course has not been made.

Learned counsel for the State submits that no document of the claim has been placed before the concerned authority for which the fund as was sanctioned has been surrendered to the concerned authority.

The Accounts Officer of Paschimanchal Unnayan Parishad vide communication letter dated July 8, 2017 requested the petitioner to submit the details of the claim. On scrutiny of the documents which was submitted on July 19, 2019, it was found that the bills and the supporting documents did not have signature of the representative of the authority as a token of verification and/or acceptance of the claim of the petitioner.

The instant writ petition is disposed of by granting leave to the petitioner to forward all supporting documents in respect of the claim to

the concerned authority. In the event any further document is required from the end of the petitioner, the same shall be intimated to the petitioner.

The Chief Executive Officer and the Accounts Officer of the Paschimanchal Unnayan Parishad are hereby directed to take immediate steps to ensure that the claim of the petitioner is disbursed at the earliest but positively within three months from the date of providing all bills and supporting documents to the authority.

The writ petition is disposed of.

Written instructions of the respondent authority are taken on record.

All parties are to act on the server copy of this order duly downloaded from the official website of this court.

Certified copy of this order, if applied for, shall be made available to the parties.
