1. The writ petition is disposed of directing the Divisional Engineer and Station Manager, WBSEDCL, Dasnagar Customer Care Centre, to intimate the reasons as to why connection cannot be granted to the premises in question.

2. It is the contention of the WBSEDCL that although the building consists of five floors, two floors are unauthorized. It is further contended that information as to whether the petitioner owns the building or is praying for connection in respect of the entire building, as a developer, is to be obtained. The procedure for making an application will vary on such information.

3. All these aspects shall be enquired into and informed to the petitioner within a month from the date of communication of this order.

4. All the parties are directed to act on the basis of the server copy of the order.
