The representation was addressed to the President/ Secretary of the West Bengal Board of Primary Education on 23rd March, 2018.

Learned advocate Mr. Saikat Banerjee submits that he has not been instructed in this matter though usually he appears in such matters.

I direct the Board to engage Mr. Banerjee in this matter and to regularise his appointment along with his junior. I also direct Mr. Banerjee to talk to the Secretary of the Board and the petitioner is directed to approach the grievance cell of the Board to ventilate his grievance and the grievance cell is directed to look into the matter and do the needful in this regard. The petitioner shall have liberty to place the writ application specially Annexure P-7 before the

grievance cell. The grievance cell will take the decision in this regard within a period of forty five days from the date of appearance of the petitioner. If the certificate and mark sheet are handed over to the petitioner by the Board, then no reasoned and speaking order is required to be passed. But, if for some reasons it cannot be given to the petitioner, a reasoned and speaking order is to be passed by the Deputy Secretary of the Primary Board and the said reasoned and speaking order is to be communicated to the petitioner by ten days from the date of passing of such order.

With the above observations and directions, this writ application is disposed of.
