Repeated prayers of the petitioner for grant of electricity through a separate meter has been turned down by the CESC Ltd. Two letters have been filed by the CESC; one dated February 23, 2022 and other dated July 14, 2024 addressed to the petitioner, informing her that a separate connection from a low tension line, by way of an independent meter cannot be granted. The same would be contrary to Regulation 14 of the West Bengal Electricity Regulatory Commission (Recovery of Expenditure For Providing New Connections) Regulations, 2013 It is contended by the petitioner that the petitioner cannot remain without electricity for ever and the other residents of the said premises are enjoying separate electric connection.

Learned Advocate for the CESC Ltd. submits that the petitioner was already enjoying electricity from one of the meters in the premises and an additional meter would be violative of the safety norms. Moreover, the CESC has reason to believe that it a case of splitting of load.

It appears that the petitioner has already approached the Grievance Redressal Officer,(Central), CESC by filing an application dated August 2, 2024. The said Grievance Redressal Officer, CESC shall dispose of the said application of the petitioner within two months from date upon hearing the petitioner, landlord of the premises, the CESC Ltd. and any other resident who is enjoying electricity in the said premises. The writ petition along with the server copy of this order shall be forwarded to the concerned Grievance Redressal Officer, by the law department of the CESC Ltd.

The writ petition is, thus, disposed of.

There shall be no order as to costs.

Parties are directed to act on the basis of the server copy of this order.
