The petitioner seeks a domestic electricity connection for his residence at Nichu Patty, Dhankal Ghat, P.S. Chandannagar, Hooghly. The petitioner submits that pursuant to his application for electricity connection, the West Bengal State Electricity Distribution Company Limited (WBSEDCL) raised a quotation of Rs. 893/-, which the petitioner duly deposited.

However, due to obstruction from respondent nos. 4 and 5, WBSEDCL could not effect the electricity connection. Learned advocate appearing for WBSEDCL also acknowledges that, owing to such obstruction, two successive attempts to provide the connection failed. In view of the aforesaid, this writ petition is disposed of with a direction upon WBSEDCL to effect the electricity connection in favour of the petitioner within three weeks

from the date hereof, subject to the petitioner's compliance with all necessary formalities.

The Officer-in-Charge, Chandannagar Police Station, shall extend necessary assistance to the officials of WBSEDCL for implementation of this order. The cost of police assistance shall be borne by the petitioner. The police shall also be at liberty to break open the padlock of the meter room, if required, for effecting such connection. Accordingly, WPA 19097 of 2018 stands disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
