The petitioner is an employee of the Kolkata Municipal Corporation. His name was included in the promotion order list which was published by the Kolkata Municipal Corporation on March 4, 2016. The promotion was subject to fulfilling the requisite qualification.

The qualification for being promoted is that the candidate should have passed the West Bengal Board of Secondary Education or equivalent to it (Class X).

The petitioner has failed to produce any educational certificate in support of his passing

Class-X Examination.

The petitioner has annexed document to show that he appeared in the Board of Secondary Education, Orissa where he was placed under compartmental division.

There is no pass certificate of the Class-X Examination of the petitioner.

It appears that the petitioner does not possess the requisite the educational qualification to be promoted in the post in question.

In view of the above, the prayer of the petitioner praying for promotion cannot be considered in the instant writ petition.

The writ petition fails and is hereby dismissed.
