Mr. Amit Kumar Roy ....for the Petitioner Mr. Debanjan Mukherjee ....for the CESC LIMITED CAN 1 of 2025 This is an application for recalling of an order dated 02.09.2025 whereby WPA 19877 of 2025 was dismissed for default.

I have considered the averments in the application and am satisfied that the petitioner was unable to be represented due to sufficient cause. The order dated 02.09.2025 stands recalled, WPA 19877 of 2025 is restored to its original file. In view of the above, CAN 1 of 2025 stands allowed.

WPA 19877 of 2025 By consent of the parties, the above writ petition is taken up for hearing.

This is a writ petition seeking an independent temporary service connection meant for construction purposes.

The CESC Limited is represented and submits that they are ready and willing to provide the said electricity connection. However, there has been obstruction by one Arindam Biswas.

In view of the above, the petitioner is directed to take necessary steps to implead the said third party Arindam Biswas as a party respondent to this writ petition.

Let this matter appear in the "Combined Monthly List" of April, 2026.

In the meantime, the petitioner is directed to take appropriate steps for impleadment.
