The petitioner seeks a direction on the Estate Manager, Kalyani Department of Urban Development and Municipal Affairs, Government of West Bengal, for processing the petitioner's application for mutation and grant of lease in respect of a particular plot at Kalyani Township.

The petitioner's grievance is that despite a proceeding, which was decided in favour of the petitioner in respect of a plot given to the petitioner by the will of the petitioner's deceased mother-in-law, the concerned authority has not progressed with the application which is pending since 18th February, 2022. Learned counsel appearing for the State submits that the Estate Manager has received another application from one Dr. Ayan Chowdhury who has laid claim on the same plot of land.

Hence, W.P.A.20314 of 2022 is disposed of with a direction on the respondent no.3 being the Estate Manager, Kalyani Department of Urban Development and Municipal Affairs, Government of West Bengal to consider and dispose of the representation made by the petitioner on 18th February, 2022 after hearing the petitioner and all other interested parties except the person whose rights were closed by an order of the authority itself on 19th August, 2021. The respondent no.3 should pass a reasoned order within a period of four weeks from date and a copy of such order shall be made available to the petitioner within a week from the date on which such order is passed.
