The petitioner claims to be a retired employee of IDBI bank. He retired from service in the year 2019. He has raised certain issues with regard to discrepancy in the seniority list. It has been submitted that because of corruption by the bank officers, his seniority has been deliberately altered and instead of a promotion he has been demoted.

The petitioner lodged complaint before the Central Vigilance Officer while he was in service in the year 2019.

The petitioner submits that proceeding has been initiated against him for lodging
complaint before the Vigilance authority but the authority is not taking any steps to dispose of his complaint.

The petitioner prays for a direction upon the Central Vigilance Commission to dispose of the representation filed by him.

Upon hearing the submission made on behalf of the parties, I am of the opinion that the issue relates to certain service dispute of the petitioner. He retired from service in the year 2019. Complaint was made while he was in service. The instant writ petition seeking remedy has been filed in August, 2024. At such belated point of time the prayer of the petitioner seeking consideration of his representation relating to his service dispute after he has retired cannot be allowed.

Accordingly, the writ petition fails and is hereby dismissed.

Dismissal of the writ petition will, however, not stand in the way of the Central vigilance Commission to take steps to dispose of the prayer of the petitioner in accordance with law.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
