1. The petitioner seeks new electricity connection. Though WBSEDCL is agreeable to provide the connection the same cannot be given because of the resistance of the private party. Police assistance has been sought for.

2. The Inspector-in-Charge, Bishnupur Police Station has communicated to the Station Manager that at least 1 DSP, 2 Inspectors, 8 SubInspectors/Assistant Sub Inspectors, 15 constables and 10 lady constables will be required on the date of providing new service connection.

3. The petitioner submits that he will not be in a position to deposit the charges assessed for such a huge contingent of police.

4. The Court is in serious doubt as to whether the Inspector-in-Charge of the Bishnupur Police Station properly assessed the number of police personnel that may be required to overcome the resistance by the private respondent. It appears that the assessment has been made in an absolute mechanical manner.

5. The Inspector-in-Charge, Bishnupur Police Station is directed to reassess the number of police personnel that may be required for providing assistance to WBSEDCL at the time of providing new connection.

6. The charges for the police contingent shall be made known to the petitioner.

7. On payment of the charges, WBSEDCL shall take steps to effect the connection at the earliest.

8. Affidavit-of-service filed today in Court be kept with the records.

9. None appears on behalf of the private respondent.

10. The writ petition stands disposed of.

11. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
