The writ petition has been pending for more than a decade. The matter had appeared at the instance of the Department. The grievance of the petitioner is directed against a bill dated 12 August for a disputed amount of Rs.94,851/-.

It is submitted on behalf of the petitioner that in view of Regulation 56 dated 26 August 2013 the dispute should be referred to the Grievance Redressal Officer.

The submissions made on behalf of the petitioner are not opposed. It is submitted on behalf of the respondent authorities that the initial dues have accumulated to a sum of Rs.2 lacs.

In view of the above, WPA 18026 of 2016 stands disposed of by directing the petitioner to approach the concerned GRO in terms of Regulation 56 of WBERC.

It is made clear that there has been no adjudication on the merits of the case and the concerned GRO would decide the same in accordance with law after giving a right of hearing to all the parties.

The above exercise is to be completed within a period of twelve weeks from the date of communication of this order.
