The petitioner has filed the present writ petition seeking restoration of the electricity supply.

Learned counsel appearing on behalf of the West Bengal State Electricity Distribution Company Limited (WBSEDCL) submits that the electricity connection of the petitioner shall be restored, subject to compliance with the following formalities:

"Therefore, the petitioner was advised to undertake the following actions immediately for restoration of power supply vide this office memo.

MUR/CCC/Notice/525 dated 25.08.2025.

 To Engage a licensed electrical contractor to inspect and rectify all

defects in petitioner's electrical installation immediately.

 To Remove all unsafe wiring, temporary joints and discontinue the hazardous electrical setups.

 To Replace the damaged cable with a properly insulated and weather-resistant cable conforming to IS: 732 standards, and ensure usage within the permissible distance as per WBSEDCL's approved layout.

 To Ensure proper earthing of the petitioner's electrical installation including agricultural pump sets as per IE Rules and CEA safety regulations and IS: 732 standards and should not cause any electrical hazard.

 To Avoid the use of joint wires in the service line.

 For restoration of supply, it was advised to submit a compliance report along with photographic evidence and a safety certificate of electrical installation of the petitioner duly issued by a licensed contractor or Electrical Inspector within seven (7) days of receipt of his notice.

 Test report of electrical installation should be in the format provided in Annexure-A.

 To Allow WBSEDCL officials to inspect the installation for verification before reconnection or further use."

No exception can be taken to the stand adopted by WBSEDCL. The petitioner is required to take all necessary precautions to prevent any future incidents arising from electrical hazards.

Accordingly, this writ petition is disposed of with a direction upon WBSEDCL to restore the electricity connection in favour of the petitioner, subject to compliance with the formalities as indicated above, upon the petitioner furnishing

due intimation regarding compliance to WBSEDCL within a period of three weeks from the date of this order. WPA 20258 of 2025 is, accordingly, disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
