The Pradhan of Patulia Gram Panchayat has been produced by the police authorities. The Court appreciates the efforts made by the concerned police station in causing production of the alleged contemnor before this Court. It has been submitted that the order of this Court has been complied with, but the compliance of the order has come at a cost. The petitioner and his family members are being harassed by unknown persons, being encouraged by Smt. Tapati Das Biswas.

Smt. Tapati Das Biswas submits that the tubewell has been sealed and is not operational. A photograph to that extent is filed before the Court.

With regard to the allegations against the Pradhan, Mr. Sureka submits that the local people may be disturbing the petitioner, but they were not connected to the Pradhan or her office.

With regard to the allegation of torture and unruly behaviour of third parties, the applicant is at liberty to take

steps by filing appropriate complaint before the concerned police station and such issue shall be decided separately. The same does not form a part of the contempt application and no opinion is expressed by this Court.

Needless to mention, peace will be maintained in the locality by the concerned police authorities. The tubewell shall remain sealed, as has already been done. Accordingly, the contempt application is disposed of. Contempt proceedings are dropped.

Personal appearance of the alleged contemnor, Smt. Tapati Das Biswas is dispensed with. Rule is discharged. Parties are to act on the basis of the server copy of this order.
