The petitioner submits that his transfer application has been returned by the Circle Inspector to the applicant but the Circle Inspector does not have any such power.

Let this matter be placed before the Chairman of the District Primary School Council to take a decision after hearing the petitioner and also the Circle Inspector within a period of eight weeks from the date of communication of this order.
