West Bengal State Rural Development Agency is the contesting respondent. The petitioners pray that the respondents be directed to refund the security deposit pertaining to package no.

WB/20/191 in accordance with Memo No.

1990/WBSRDA/P&RD dated September 25, 2017.

The petitioners were allotted the work of construction of a road by the West Bengal State Rural Development Agency, Paschim Medinipore Division - I. The petitioners rely on a document to show that the Executive Engineer WBSRDA, Paschim Medinipore Division - I, had granted a completion certificate. Thereafter, the petitioners made an application on September 18, 2020 to the Executive Engineer WBSRDA, Paschim Medinipore Division - I claiming refund of the security deposit. It is alleged that despite having received several representations,

the authority has not yet taken steps for release of the security deposit.

Without going into the merits of the claims of the petitioners and without deciding the issues involved, the writ petition is disposed of with a direction upon the Executive Engineer WBSRDA, Paschim Medinipore Division - I to dispose of the representation of the petitioners dated September 18, 2020 in accordance with law, within a period of two months from the date of communication of this order.

The petitioners shall be heard and shall be allowed to produce all documents in support of their claims.

If it is found by the authority that the petitioners are entitled to refund of the security deposit, the same shall be made expeditiously. The writ petition is, thus, disposed of. There shall be no order as to costs.
