Roy .... for the CESC Limited The petitioner's grievance is that the petitioner's application for new electricity connection has been refused by the CESC Limited on the ground of apprehended splitting of load. The extant Regulations provide that the concerned Grievance Redressal Officer (GRO) is the appropriate authority to decide such issues.

Accordingly, WPA No. 20719 of 2022 is disposed of by granting liberty to the petitioner to approach the concerned GRO with the dispute as raised in the present writ petition. If so approached, the GRO shall give adequate opportunity of hearing to all concerned, including the petitioner and the Distribution Licensee, and decide the issue as expeditiously as possible in accordance with law, preferably within six weeks from the date of reference.

There will be no order as to costs.

Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
