The petitioner alleges that despite making application in proper format and in spite of payment of the necessary charges, water connection has not been effected in the premises of the petitioner.

Learned advocate representing Haldia Municipality submits, upon instruction that, the connection could not be given as there is certain issue in connection with the land in question.

It appears that the municipality is yet to intimate the petitioner the difficulty or the reason for not effecting the water connection in the land of the petitioner.

In view of the above, the instant writ petition is disposed of by directing the Executive Engineer of the Haldia Municipality to grant an opportunity of hearing to the petitioner and intimate the deficiency or the reason for not effecting the water connection. It will be open for the petitioner to remove the defects as pointed out.

The hearing shall be given to the petitioner positively by three weeks and reasoned order communicated to the petitioner within a fortnight thereafter.

Water supply to be given to the petitioner's premises subject to compliance of all necessary formalities.

The writ petition stands disposed of.

Report filed by the Haldia Municipality be retained with the records.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
