None appears on behalf of the private respondents despite service of notice.

Heard learned counsels for the parties.

The petitioner complains that the private respondents have encroached upon Government land including a 'noyonjuli', thereby obstructing his egress and ingress completely. The petitioner submitted a representation to that effect before the State authorities on 4th September, 2019 which has not been considered as yet. The petitioner prays for consideration of the said representation at the earliest.

Having considered the submissions made on behalf of the parties and the material on record, I dispose of the writ petition with a direction upon respondent No. 3 to consider and dispose of the representation submitted by the petitioner on 4th September, 2019 within a period of three months from the date of communication of this order after affording reasonable opportunity of hearing to all the interested parties including the petitioner and the private respondents, in accordance with law.

W.P.A. 18985 of 2019 is thus disposed of.

There shall be no order as to costs.

Since no affidavit has been invited, allegations contained in the writ petition shall be deemed not to have been admitted.

Urgent certified website copy of the order, if applied for, be given to the parties on compliance of requisite formalities.
