The report filed by the State clearly indicates that the petitioner has converted the land in question and obtained a sanctioned plan from the concerned Panchayat.

Let the police report filed by the State, along with the permission from the Panchayat and the conversion certificate, be kept with the records.

Learned advocate appearing for the petitioner, however, submits that the sanctioned plan was obtained without altering the nature and character of the land. These assertions are beyond the pleadings in the present writ petition and, therefore, cannot be adjudicated in this proceeding.

The petitioner shall be at liberty to file an appropriate application before the competent authority.

Accordingly, WPA 21196 of 2024 is dismissed.
