The petitioner's case is that a complaint was made by him against the private respondent regarding the illegalities committed by the private respondent. The Vigilance Officer, General Manager (Vigilance), Eastern Railway intimated to the petitioner that an investigation will be made pursuant to the additional information/investigable aspect being submitted by the petitioner. Action will be taken as per merits of the case.

The petitioner duly submitted the required information on May 31, 2023. However, no action has been taken by the Vigilance Officer.

Mr. Dhole, learned counsel appearing on behalf of the private respondent no.7 submits that no legal

right of the petitioner has been violated. Therefore, the writ petition is not maintainable.

Considering the rival submissions of the parties and the materials placed on record, this Court is of the view that the petitioner has not been able to show violation of any of his legal right by the authorities concerned.

Therefore, this Court is of the view that the petitioner has not locus standi to maintain the present writ petition.

Accordingly, WPA 20683 of 2023 is dismissed.

All parties shall act on the server copies of this order duly downloaded from the official website of this Hon'ble Court.

Urgent photostat certified copies of this order, if applied for, be supplied to the parties upon compliance of all necessary formalities.
