The petitioner is aggrieved by the serial rejections of the petitioner's applications for transfer by the respondents.

The petitioner seeks issuance of a Writ of Mandamus, directing the respondent no.12 to "forward the application of the petitioner to the higher level in the Utsashree portal forthwith".

Mr. Biswas, learned advocate appearing for the petitioner submits that several applications made by the petitioner seeking transfer have been illegally declined by the respondents.

It is submitted that the petitioner is presently unable to apply through the Utsashree portal for transfer

in view of the fact that the operation of such portal has been suspended for the time being.

In view of the nature of the grievance raised in the writ petition, no purpose would be sub-served by keeping this writ petition pending.

The writ petition is, therefore, disposed of by leaving the petitioner free to make an appropriate application to the school authority seeking transfer, in accordance with law, through offline mode in case the Utsashree portal is not functioning or through online mode if the said portal is functioning.

If such application is made by the petitioner to the school authorities whether through offline mode or online mode as the case may be, depending on the functioning of the Utsashree portal as aforesaid, the school authorities and the other respondents shall take appropriate steps in regard to such application strictly in accordance with law. With the above direction, WPA 21049 of 2022 stands disposed of.
