The petitioner is an association being Bagnan Babsayee Samiti, Howrah with about 69 members. The petitioner regulates the business of the members in Bagnan. The only grievance of the petitioner is for a direction on the Howrah Zilla Parisad to consider and dispose of the representation made by the petitioner on 25th July, 2022 with regard to the alleged arbitrary increase of Licence Renewal Fee by the Howrah Zilla Parisad from Rs.3600/- per Katha to Rs.21,000/- per Katha. The petitioner submits that this increase is contrary to the provisions of the West Bengal Zilla Parishad Act, 1963 and the Rules framed thereunder.

The State is represented.

After hearing learned counsel appearing for the parties, W.P.A.21143 of 2022 is disposed of with a direction on the respondent nos.1 and 2 being the Howrah Zilla Parisad and the Sabhadhipati, Howrah Zilla Parisad to consider and dispose of the representation dated 25th July, 2022 by passing a reasoned order within four weeks from today. The petitioner and all other necessary parties shall be heard before passing the reasoned order. A copy of the reasoned order shall be made available to the petitioner within a week from the date on which such order is passed.
