Learned advocate appearing for the petitioner submits that the Additional District Magistrate and District Land and Land Reforms Officer issued a memo dated December 24, 2013 requesting the petitioner to submit the final copy of the lease deed for approval of the draft mining lease. He submits that pursuant to the said memo, the draft lease deed was thereafter approved by the concerned authority. He further submits that the registration of the lease deed could not be done due to the illness of the petitioner. The petitioner submitted a representation dated December 23, 2024 praying for extension of time for registration of long-term mining lease. This Court finds that memo dated December 24, 2013 directed the petitioner to get the draft mining lease deed approved, was under the Rules that were

prevalent prior to coming into force of the West Bengal Minor Minerals Concession Rules, 2016. The entire procedure for grant of lease has changed with the coming into force of 2016 Rules. Thereafter, the 2021 Rules has also come into force.

In view thereof, this Court is not inclined to entertain the prayer of the writ petitioner for a direction upon the respondent authorities to consider the representation of the writ petitioner praying for extension of time for registration of the lease deed in a writ petition filed sometime in the month of September, 2025.

With the above observation, this writ petition stands disposed of.
