We have heard the learned advocates for the parties.

It appears that he could not qualify in the physical eligibility test apart from delay in approaching the Court this ineligibility persists. This was also the finding of the learned single Judge.

3. Accordingly, we do not find any reason to interfere with the order passed by the learned single judge. 4.

The appeal and applications stand dismissed.

There shall be no order as to costs.
