1. The petitioner is a retired school teacher.

2. Allegation is that because of non issuance of 'No Liability Certificate' in favour of the petitioner, his pension papers cannot be finalized.

3. It appears from the instruction forwarded by the District Inspector of Schools, Secondary Education, Murshidabad dated 18th September, 2025 that there is an allegation of misappropriation of school's fund by the petitioner during his tenure as Teacher-in-Charge.

4. As the petitioner has retired from service on 31st August, 2024, the District Inspector of Schools is directed to take necessary steps to ensure that the papers of the petitioner are in order for finalization of his pension case.

5. If any proceeding for misappropriation of funds by the petitioner has been initiated by the school, then necessary steps shall be taken to reach the same to its logical conclusion.

6. If the allegation of misappropriation of funds does not appear to be properly founded and if there aren't proper documents in support of such allegation, then District Inspector of Schools shall proceed to finalize the pension paper of the petitioner.

7. Steps shall be taken in the matter at the earliest but positively within a period of twelve weeks from the date of communication of this order.

8. The writ petition stands disposed of.

9. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities. (Amrita Sinha, J.)
