Inadvertently, a notification dated 21.07.1990 was not challenged. Learned counsel appearing on behalf of the District Library Officer vehemently opposes the prayer for withdrawal.

On the prayer of the learned counsel for the petitioner, the petitioner is permitted to withdraw the application. The writ petition is dismissed as not pressed. However, this order shall not preclude the petitioner from filing a fresh application on the self-same grounds.
