However, from page 31 of the said writ application, which is an annexure, it appears that the University has stated that Shiksha Shastri is equivalent to B.Ed which is at present a two-year Teacher Education Programme recognised by the NCTE, Government of India. From the mark-sheet and certificate annexed to the writ application at pages 28 and 29 respectively, it appears that Shiksha Shastri (B.Ed.) mark-sheet of 2015 was issued on 29.05.2015. The certificate shows that the petitioner obtained Shiksha Shastri in 2015.

I wonder how a mark-sheet has been given even before completion of the course. I have already recorded that there is no pleading as to the duration of the course, i.e., one-year course or two-year course. Moreover, in paragraph 2 of the writ application the petitioner has stated that he completed two-year diploma in eliminatory education.

Therefore, the above facts cannot be accepted by this court in respect of the training qualification of the petitioner. The petitioner's prayer is for issuance of appointment letter to the petitioner on the basis of the training qualification certificate. For the reasons stated above, such prayer cannot be accepted and allowed. The writ application is dismissed.

The affidavit in opposition filed by the NCTE affirmed on 6th February, 2023, is kept on record which also does not help this court in reaching to a conclusion as to the degree of the petitioner.
