Petitioners complain that because of sudden activities of the locals he refused to grant permission for organizing any Durga Puja. Presently, a temporary structure has been built up in a manner which is obstructing the free egress and ingress and blocking whole of the entry to the petitioners' property. Learned advocate for private respondent nos. 8 to 10 is present.

State has submitted a report. Report reflects that since NOC has not been granted and the local villagers has earlier broken the padlock of the gate and damaged the nameplate of the petitioners' parents, proceedings under Section 324(4) of the BNS has been drawn up by the police authorities.

In such circumstances, the facts narrated by the petitioner is corroborated by the police report. Consequently, police authorities are directed to ensure that if the organizers conduct the Durga Puja, the same should be in a manner which shall not completely block the free egress and ingress of the petitioners' property. Police authorities would ensure that the situation under any circumstances should not be blown out of proportion and would restore peace and in case there is any tension created at the behest of any of the parties, steps be promptly taken.

With the aforesaid observations WPA 21190 of 2025 is disposed of.

Photographs submitted by the petitioners and report so submitted by the State be kept with the record. Copy of the report be handed over to the learned advocate appearing for the petitioner.

All concerned parties shall act on the server copy of this order duly downloaded from the official website of this Court.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
