Since the dispute arises in the writ petition is contractual in nature, it do not mean that in every contractual matter where the one party is "State" the writ petition has to be entertained, where the dispute arises purely out of contract. This writ petition being WPA 21181 of 2023 and the application being CAN 1 of 2023 are dismissed.
