It appears from the averments made in the writ petition that the cause of action of the petitioners against the authorities of Rangilabad Gram Panchayat, DistrictSouth 24-Parganas, has not been property pleaded. The writ petition is disposed of without any orders. If the petitioners had any grievance, their first recourse would be to approach the concerned authority by filing a representation indicating their grievances. Only if the authority failed to consider the representation and take necessary action, a cause of action would arise against the said authority.

There shall be no order as to costs.

Parties are to act on the basis of the server copy of this order.
