1. Affidavit-of-service and the supplementary affidavit filed in Court today are kept with the records.

2. The petitioner is aggrieved that despite order dated 27th September, 2018 passed in W.P. No. 17626 (W) of 2018, the District Primary School Council, South 24 Parganas is not approved "A" category pay scale to the petitioner.

3. The petitioner admittedly underwent D.El.Ed Training Course for the year 2013-2015. The results were published on 30th July, 2015.

4. The petitioner shall, therefore, be entitled to "A" category pay scale from the day after the date of the last examination for D.El.Ed. Course successfully undergone by the petitioner.

5. It appears that the District Inspector of Schools (PE), South 24 Parganas is awaiting the fixation of "A" category pay scale to the petitioner and the calculation thereof to the Chairman, District Primary School Council, South 24 Parganas.

6. In those circumstances, this Court directs the Chairman, District Primary School Council, South 24 Parganas to forthwith confer "A" category pay scale to the petitioner with effect from the date after the last date of D.El.Ed. examination for the year 2013-2015 successfully undergone by the petitioner within a period of one month from date.

The District Inspector of Schools (PE), South 24 Parganas upon receipt of a communication from the Chairman, District Primary School Council, South 24 Parganas, shall approve such pay scale and ensure release of all arrears to the petitioner mandatorily and positively within a period of one month after receipt of communication from the Chairman, District Primary School Council, South 24 Parganas.

8. With the aforesaid directions, the instant writ petition is allowed and disposed of.

9. There will be no order as to costs.

Let a copy of this order along with a copy of the writ petition and the supplementary affidavit be served afresh on the Chairman, District Primary School Council, South 24 Parganas and the District Inspector of Schools (PE), South 24 Parganas.
