None appears for the petitioner, nor did the petitioner complied with the Court orders on previous dates and did not complete the service. It appears that the petitioner has either lost interest in the matter or the cause does not survive.

Thus, we are not inclined to keep this Public Interest Litigation (in short 'PIL') in the case dockets of this Court.

However, in the interest of justice it is observed that if the petitioner is still having the same grievance, he may file a detailed representation before the Competent Authority. In that event we have no doubt that the Competent Authority will consider and decide it in accordance with law within 90 days from receipt of such representation by giving an opportunity of hearing to all concerned parties.

With the aforesaid observation and without expressing any opinion on the merits of the case the PIL is disposed of.
