The grievance of the petitioner in the present writ application is that the Additional District Magistrate, Malda had issued a work order on May 22, 2025 for construction of C.C. road from Irrigation Bandh to Enamul's house at Uttar Rajapur Dakhin (Kasaha Dara) at Maharajput G.P. under Ratua-II, Devlopment Block, Malda.

The learned counsel for the petitioner submits that on receipt of the work order, the petitioner has completed the work and has submitted the bill on October 21, 2024 for a total amount of Rs. 4,13,574/-. After submission of bill, the authorities have not released the amount. Subsequently, several representations have been made by the petitioner but till date no amount has been released. The learned counsel for the petitioner submits that a direction may be issued upon the

authorities for release of the amount as per the bill raised by the petitioner dated October 21, 2024. 3.

The learned counsel appearing on behalf of the Zilla Parishad submits that the petitioner has submitted the bill and made a representation and the authorities will be decided the same.

In view of the submission made by the learned counsel for the parties, the Additional District Magistrate, Malda and the Executive Engineer, Malda are directed to consider the bill dated October 21, 2024 and representations submitted by the petitioner within a period of four weeks from the date of receipt of this order and if the authorities found that the petitioner is not entitled to get the amount as per the bill raised by the petitioner, the authorities shall release the payment within a period of two weeks thereafter and in case, the respondents find that the petitioner is not entitled to get the payment, the respondents shall pass a reasoned and speaking order thereafter.

As this Court has not entered into the merit of the matter, all points are kept open upon the authorities to decide the matter.

Accordingly, WPA 21464 of 2025 is disposed of. 7.
