1. Heard Mr. Baidya, learned counsel for the petitioner and Mr. Bihani, learned senior advocate for the State respondent.

2. During the course of hearing learned counsels for the parties agreed that this petition may be disposed of by directing the petitioner to resubmit his mass representation dated 12th August, 2025 (Annexure- 'P3') along with copy of this order before District Land & Land Reforms Officer, South 24-Parganas, Kolkata. In turn, the said authority shall consider and decide the said representation expeditiously in accordance with law, preferably within 180 days.

3. In view of consensus arrived at, the PIL is disposed of with following directions:- (i) The petitioner shall resubmit his representation dated 12th August, 2025, along with copy of this order before District Land & Land Reforms

Officer, South 24-Parganas, Kolkata. In turn, the said authority shall consider and decide the said representation in accordance with law.

(ii) It will be open to the said authority to put the effected parties to notice before taking final decision in the matter.

(iii) Needless to emphasise that the said authority shall take decision expeditiously in accordance with law preferably within 180 days from the date of communication of this order.

4. With the aforesaid and without expressing any opinion on the merit of this case, the PIL is disposed of.

5. Urgent photostat certified copy of this order, if applied for, be given to the parties, on priority basis, upon compliance of all necessary formalities.
