As a last chance, the State respondents are directed to ensure that the Medinipur Khargpur Development Authority, being the respondent no. 5 herein, is duly represented on the returnable date. In the absence of the above Authority appropriate directions would be passed in this matter.

The State respondents are also directed to fully apprise this Court insofar as the facts and circumstances of the case are concerned on the returnable date.
