The Head of the Institution, Paikpari High School is personally present in Court. The explanation offered for not putting the NOC issued in August 2022 on the Utsashree portal is flimsy and not acceptable. The Head of the Institution is hereby warned against such conduct in future.

The District Inspector of Schools (SE), Howrah has submitted that the portal has been suspended since 29th September, 2022. The matter cannot be put on the portal as on date.

In these circumstances, the Head of the Institution, Paikpari High School shall forward the hard copy of the petitioner's NOC to the District Inspector of Schools (SE), Howrah along with all documents in course of the day.

The District Inspector of Schools (SE), Howrah may process the application by Monday i.e. 6th February, 2023. If the District Inspector of Schools (SE), Howrah clears the proposal of transfer, the SSC will take a decision on the matter within a period of two weeks thereafter mandatorily and positively.

The entire process shall be carried out by the respondents offline.

The instructions dated 2nd February, 2023 issued by the District Inspector of Schools (SE), Howrah addressed to the State Advocate is taken on record.

Personal presence of the Teacher-in-Charge of Paikpari High School, the Administrator of Paikpari High School and the District Inspector of Schools (SE), Howrah are dispensed with.

Hence, the contempt application shall stand disposed of.

Rule, if any, shall stand discharged.

There will be no order as to costs.

Interim orders, if any, shall stand vacated.
