1. Learned counsel for the petitioner submits that the petitioner has raised a billing dispute before the concerned Grievance Redressal Officer (GRO), which has not been adjudicated by the said authority.

2. Heard learned counsel for the parties.

3. WPA No. 21608 of 2023 is disposed of, thereby directing the respondent no.3, that is, the Grievance Redressal Officer, CESC Limited, Howrah Regional Office, to dispose of the grievance raised by the petitioner in accordance with law at the earliest, positively by November 30, 2023.

4. It is made clear that no disconnection shall be effected by the CESC Limited before the disposal of the said grievance of the petitioner by the GRO on the ground of non payment of the bills regarding which questions have been raised before the GRO.

5. There will be no order as to costs.

6. Urgent photostat certified copies of this order, if applied for, be made available to the parties (Sabyasachi Bhattacharyya, J.)
