In response to a notice dated 12th August, 2021 published by the Purulia Municipality inviting applications from eligible applicants for enrollment of technical personnel in the capacity of Licensed Building Surveyor in Purulia Municipality, the petitioners applied for empanelment as Licensed Building Surveyor (Class I). The application was made in the prescribed format and has been approved by the Board of Administrators in August, 2021.

The formal empanelment has, however, not been made till date. No reason has been intimated by the Municipality to the applicants for not publishing the final panel.

Representation was filed by the petitioners before the Chairman of the Municipality in May, 2022. The same has also not been answered.

Learned advocate representing the Municipality is not aware as to why the final empanelment has not been made till date.

As it appears that the petitioners applied in response to the notice inviting applications way back in August, 2021, and a considerable period of time has elapsed in the meantime, it is incumbent for the Municipality to take the process of empanelment to a logical conclusion.

In view of the above, the instant writ petition is disposed of by directing the Board of Councillors, Purulia Municiaplity to take necessary consequential steps in response to the applications made by the petitioners and the approval accorded on 21st August, 2021 by the Board of Administrators of the Municipality.

Steps shall be taken in the matter at the earliest but positively within a period of eight weeks from the date of communication of this order.

The writ petition stands disposed of.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
