Ms. Debjani Ghosal ...for the Petitioner Dr. Madhusudan Saha Roy, Mr. Debanjan Chatterjee ...for WBSEDCL The petitioner claims ownership of a shop room located at Jyotir More, Chandannagar, Hooghly, on the strength of a sale deed executed in the year 2024. The petitioner alleges that the electric meter in respect of the said shop room, however, stands in the name of one Ram Narayan Bhagat. The petitioner submits that he made an application before respondent no. 3 for transfer of the meter in his favour, but the West Bengal State Electricity Distribution Company Limited (WBSEDCL) declined to accept such proposal.

It is submitted that the petitioner never applied for transfer in respect of the said meter; rather, he applied for a new connection.

Learned advocate appearing for the petitioner submits that the petitioner is interested in having the meter transferred in his favour.

In view of the aforesaid, this writ petition is disposed

of with the following directions:

The petitioner shall make an application before respondent no. 3 for transfer in his favour in respect of the relevant meter within a period of seven days from date, in the prescribed form.

On receipt of such application, the Station Manager, West Bengal State Electricity Distribution Company Limited, Administrative Building, Grand Trunk Road, Tematha, Mankundu, Chandannagar, Hooghly, shall grant an opportunity of hearing to the petitioner. If the petitioner produces the relevant sale deed establishing his ownership of the shop room in question, the meter shall be transferred in the petitioner's name.

It is made clear that if the concerned Station Manager is satisfied regarding the ownership of the shop room in question, he shall not insist upon a "No Objection" certificate from Ram Narayan Bhagat.

The entire exercise shall be completed within one month from the date of communication of this order. It is needless to mention that the petitioner shall comply with all other necessary formalities required for change of the meter in his favour.

It is further made clear that the petitioner shall

withdraw his application for new connection.

Accordingly, WPA 22001 of 2025 is disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
