Respondent The petitioner claims to be a tenant under respondent no. 6. The petitioner alleges that he had been enjoying a separate electricity connection till the year 2003.

In 2003, a fire broke out in the adjacent plastic factory premises, following which the petitioner's electricity connection was disconnected. The petitioner submits that his electricity line was never restored thereafter by the Calcutta Electric Supply Corporation Limited (CESC). By filing the present writ petition, the petitioner seeks restoration of his electricity connection. Learned advocate appearing for CESC submits that, in principle, respondent no. 6 has no objection if the electricity connection is provided to the petitioner. He,

however, submits that there may be certain technical difficulties in providing such connection to the petitioner. It is further alleged that the petitioner has, of late, been enjoying electricity by way of illegal hooking. Having considered the submissions made on behalf of the parties, I am not inclined to keep this writ petition pending. In view of the respective stands disclosed before this Court, the writ petition is disposed of with the following directions:

CESC shall conduct an inspection of the premises in question within a period of two weeks from date, after giving prior notice to all concerned.

Upon such inspection, if it is found feasible to provide an electricity connection to the petitioner, CESC shall effect the said connection within a further period of two weeks thereafter.

The Officer-in-Charge, Malipanchghora Police Station, is directed to extend all necessary assistance to the officials of CESC for implementation of this order. The cost of such police assistance shall be borne by the petitioner.

The police authorities shall be at liberty to break open the padlock of the meter room, if necessary, for the

purpose of effecting the electricity connection. Accordingly, WPA 22130 of 2025 is disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
