1. Affidavit-of-service filed in court today be kept on record.

2. Despite service, none appears for the private respondents.

3. The petitioner is a tenant and has applied for new electricity connection in his own name.

Due to objection raised by the private respondents, no connection is being given to the petitioner.

4. Such contentions are corroborated by the CESC Limited.

5. Since none appears for the private respondents despite service, the matter is taken up for hearing in their absence.

6. WPA No. 21918 of 2023 is allowed, thereby directing the CESC Limited to give electricity connection to the petitioner subject to compliance of all formalities by the petitioner in that regard, within a fortnight from this date or the date of compliance of formalities, whichever is later.

7. If any resistance is offered by the private respondents and/or their men and agents, the CESC Limited personnel will be at liberty to approach the respondent no. 3, that is, the Officer-in-Charge, Ekbalpore Police Station, for adequate police assistance. If so approached, it will be open to the respondent no. 3 to grant police assistance, by acting on a server copy of this order, at the costs of the petitioner. If necessary, it will also be open to the police authorities to remove any hindrance or padlock in the process of doing so.

8. There will be no order as to costs.

9. Urgent photostat certified copies of this order, if applied for, be made available to the parties (Sabyasachi Bhattacharyya, J.)
