The petitioner prays for transfer to a school nearer to his residence on a ground, which has very important social impact. This ground has been mentioned in the second paragraph of the representation dated 24.12.2020. The petitioner submits that he filed another representation dated 24.12.2020 with the Minister-inCharge. However, the representation is still pending for nearly three years.

Hence, I direct the Commissioner of School Education, West Bengal, to consider the representation at page 32 of the writ application, by giving an opportunity of hearing to the petitioner and to pass a reasoned and

speaking order. The hearing is to be given by four weeks from date and a reasoned and speaking order is to be passed by two weeks thereafter and is to be communicated to the petitioner by one week thereafter. The petitioner submits that his baby girl is only two years, which should also be considered by the Commissioner of School Education, West Bengal. With the above observation and direction, this writ application is disposed of.

Urgent photostat certified copy of this order, if applied for, be given to the parties, upon compliance of necessary formalities.
