2. The petitioner appearing in person seeks to withdraw this petition with liberty to file appropriate proceeding or to intervene in any matter (if pending).

3. The liberty prayed for is opposed by the State as well as other respondents. However, we are inclined to permit the petitioner to withdraw this petition with liberty and observation that if any such application is filed, it will be for the competent authority/court to decide the tenability of the said application on its own merit.

4. With the aforesaid observation and without expressing any opinion on merit this petition is dismissed as withdrawn.
