1. The petitioner seeks new electricity connection. It appears that the petitioner approached this Court on an earlier occasion by filing writ petition being WPA no. 29082 of 2023 wherein the Court was pleased to pass order on 18th January, 2024 directing CESC Limited to hold inspection upon prior notice to the parties to ascertain the feasibility of giving electricity connection to the petitioner.

2. It has been brought to the notice of the Court that an inspection was conducted and the report of the District Engineer, Howrah District is annexed to the writ petition.

3. The inspection report clearly mentions that the electricity connection cannot be provided till meter boardroom is constructed where the new meter may be installed for providing electricity connection.

4. Photographs have been produced before this Court by the learned advocate representing CESC Limited and the private respondents in support of the submission that the structure which the petitioner is occupying is under construction. The completion certificate of the flat occupied by the petitioner is yet to be issued by the competent authority.

5. In such a position, it may not be possible for CESC Limited to provide electricity connection till a proper meter room with meter board is constructed by the applicant.

6. CESC Limited may provide electricity connection to the petitioner subject to the petitioner complying with all legal formalities for obtaining such connection.

7. The writ petition stands disposed of.

8. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
