1. Affidavit of service filed in Court today is taken on record.

2. The petitioner participated in a tender process floated by the respondent authority in May 2025. After opening of the financial bid, the tender has been cancelled.

3. The petitioner is aggrieved by the same.

4. It has been submitted that after the petitioner was declared as the highest bidder, the authority deliberately and intentionally cancelled the entire tender process.

5. Prayer has been made to direct the authority to issue the work order in his favour.

6. Learned advocate appearing on behalf of the respondents relies upon the communication made by the Regional Transport Officer, Purba Medinipur and Secretary of the Mecheda Central Bus Stand Committee.

7. It appears therefrom that in view of the procedural irregularity and the complaint received by the Tender Inviting Authority, the Committee was compelled to cancel the tender process. Decision has been taken to float fresh tender.

8. It appears that the tender process stood cancelled because of procedural irregularity. No right accrued in favour of the petitioner by merely participating in a tender process.

9. As and when the authority will float fresh tender, it will be open for the petitioner to participate in the same.

10. The writ petition stands disposed of.

11. Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
