1. Despite service none appears on behalf of the respondent No.4. Affidavit-of-service is taken on record.

2. It is submitted by the learned counsel for the West Bengal State Electricity Distribution Company Limited that the WBSEDCL does not have any objection to grant a new electric connection to the petitioner, but the respondent No.4 has lodged a complaint.

3. Learned counsel for the petitioner submits that the respondent No.4 is a neighbour of the petitioner. He has an adjoining land.

4. The writ petition is disposed of by directing the Station Manager, WBSEDCL, Singur Customer Care Centre,

Hooghly being respondent No.2 to treat this writ petition as a representation of the petitioner and dispose of the same by passing a reasoned order upon hearing the petitioner and the respondent No.4, within two months from the date of communication of this order.

5. It is made clear that if the authorities do not find serious legal impediment in granting electricity connection to the petitioner, the essential service should be provided strictly in accordance with law. If the connection cannot be granted, reasons shall be disclosed.

6. The writ petition is, thus, disposed of.

7. There shall be no order as to costs.

8. Parties are directed to act on the basis of the server copy of this order.
