The petitioner, claiming to be the tenant of the subject premises, is consuming electricity from the meter of the landlord. The petitioner all along paid the bills in respect of the subject meter. In July 2024, a bill with abnormal amount was raised. The petitioner being the beneficiary of the subject meter raised an objection before the Grievance Redressal Officer in August 2024. The same is yet to be disposed of.

Learned advocate representing CESC Limited submits that the meter stands in the name of a third person. The petitioner cannot be treated to be an aggrieved party.

It appears from the submission made on behalf of the parties that the petitioner, being the tenant of the subject premises, is consuming electricity from the meter of her landlord and paying the bills raised by CESC Limited. She in fact is the beneficiary of the subject meter. She has raised a grievance before the Grievance Redressal Officer alleging exorbitant bill raised. The same is pending consideration.

The instant writ petition is disposed of by directing the Grievance Redressal Officer to dispose of

the representation filed by the writ petitioner in accordance with law at the earliest after giving reasonable opportunity of hearing to the petitioner and the recorded consumer and by passing a reasoned order at the earliest but positively within a period of two weeks from the date of communication of this order. 5.

Learned advocate for the petitioner shall forward a copy of the letter dated 29th August, 2024 and any other relevant document to the aforesaid authority at the time of communicating the order of the Court.

6. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
