1. Heard the learned Counsels for both the parties at length.

2. None appears on behalf of the State respondent.

3. Since Mr. Amal Kumar Sen, Ld. AAG and Mr.

Pantu Deb Roy, Ld, AGP who usually appears before this court on behalf of the State is requested to represent the State in the matter. Let their appearances be regularized by the office of the Government Pleader.

4. Main grievance of the petitioner is with regard to the non-consideration of the misrepresentation made on 12.09.2025 to the respondent No.2 and other respondent authorities.

5. The learned Counsel for the petitioner submits that due to 'No entry' the vehicles/truck operators are suffering immensely since there are no adequate parking place and halting

stations to park their vehicles. It is also submitted that there is no prior announcement of such 'No entry' and also no notification to that effect debarring the vehicle operators to ply on roads. Such decision of the authorities thereby disrupts the harmony of operating the day to day business causing inconvenience to operate the vehicles.

6. The learned Counsel for the State respondent submits that the representations made to the respondent authorities lacks specific allegations to be redressed.

After hearing the rival contention of the parties and upon perusing the materials available on record I am of the considered view that the petitioners are directed to make a comprehensive representation within a period of two weeks before the respondent No.3, Principal Secretary, Transport Department, Government of West Bengal and the same shall be considered if required, with the assistance of other competent authorities to arrive at a logical conclusion by passing a reasoned order in accordance with law upon affording opportunity of hearing to all the concerned parties preferably within period of ninety days and communicate such decision within a week thereafter.

8. With the above observation and directions, this writ petition is disposed of without any order as to costs.

9. It is made clear that the respondent No.3 shall arrive at a logical stand if possible by identifying a space in order to redress the impasse created due to 'No entry', causing thereby inconvenience to the truck operators for not having adequate parking and halting stations at the intermediate stops.
