The petitioner is aggrieved by the conversion of classification of land made by the land reforms authority relying upon which building plan was sanctioned by the Contai Municipality.

The issue of illegal conversion by the land reforms authority cannot be decided by this Court under Article 226 of the Constitution of India at the first instance. In view of the above, no relief can be granted to the petitioner in the instant writ petition.

The writ petition fails and is hereby dismissed. Dismissal of the writ petition will, however, not stand in the way of the petitioner from approaching the appropriate forum for redressal of his grievances, if so advised.

Affidavit-of-service filed in Court today is taken on record.
