1. Affidavit of service filed in Court today is taken on record.

2. Main grievance of the petitioner is that despite offer letter been issued, the Respondent authorities did not grant the permit to ply the vehicle in the route having a vacancy.

3. The petitioner in the instant case has applied for an inter-state permit in the route Kolkata Central Bus Terminus at Santragachi via Keonjhar, Baripada and Jamsola.

4. After issuance of the offer letter dated 06.7.2017, the petitioner produced the vehicle bearing Registration No. WB 51A 7979 before the concerned authority, upon compliance of all formalities, the respondent did not issue the new stage carriage permit.

5. Petitioner made series of representation, in addition to a further representation was made on 04.12.2024 praying inter alia, to place the vehicle with BS IV emission norms, but the same are still pending for consideration which is the subject matter of challenge in this writ petition.

6. In view of the above, I direct the petitioner to submit a fresh comprehensive detailed representation before the respondent no. 3 within two weeks thereafter, the same shall be considered by passing a reasoned order within thirty days in accordance with law, upon affording opportunity of hearing to the petitioner alongwith other interested parties, if any, and communicate such decision, preferably within a week thereafter.

7. Accordingly, WPA 23009 of 2025 stands disposed of without taking an exception to the merit of the case.

8. Photostat certified copy of this order, if applied for, be given to the parties on priority basis upon compliance of all formalities.
